Russian interest rate hike fails to lift ruble

In surprise move, the Russian Central Bank raised the overnight rate to 17 per cent from 10.5 per cent in the early hours on Tuesday in a desperate attempt to prop up the troubled ruble, which has lost half of its value this year.
